1. Issue #341 - pushed to Julian to come up with a proposal.
   • Debate over mechanism by which content is segregated from OCFL metadata
     • Allow any number of directories in the version dir?
     • Allow for ignoring certain directories in the version dir?
     • Allow impls to declare expected directories in the version dir?
   • Concern: State block assumes prefix of 'content'
   • ACTION: Julian to come up with revised proposal
