This PR introduces docker support in our project, so that we can run the various parts in a docker and docker compose.
While we don't yet use docker in production to run the platform, this at least allows us to do so, and crucially allows us to run the system in the Green Metrics Tool, to give us some indicative numbers for resource usage (energy, carbon etc.) for various parts.
