the format we use is is_final.stage:

• is_final - is the Bible translation pre-publishing or post-publishing, so 0 if before publishing and 1 if published
• stage - the stage of translation, just integers here for each corresponding Bible translation stage without limits

an example of the pre-publishing tag may be 0.3 and the post-publishing tag may be 1.1
