[Bug]: missing test job for release-notes-check

Describe the bug

As part of the effort on META #1468 , we are adding missing test job for jenkinsfile(s).

Particularly, this issue is created to address missing test job for release-notes-check.jenkinsfile [https://github.com/opensearch-project/opensearch-build/tree/main/jenkins/release-notes-check]

To reproduce

We currently do no have test job under /test/jenkins directory to test release-notes-check.jenkinsfile [https://github.com/opensearch-project/opensearch-build/tree/main/jenkins/release-notes-check]

Expected behavior

Adding test job at /test/jenkins directory and its corresponding .txt regression file
