Summary of the issue:

WinConsoleUIA.isImprovedTextRangeAvailable was deprecated in #12660 in favour of API levels.

Description of how this pull request fixes the issue:

Remove deprecated property.

Testing strategy:

Tested that UIA console still functions.

None known.
