As it is, readFile always reads from the current position of the file,
if a file descriptor is used. But writeFile always writes from the
beginning of the file.

This patch fixes this inconsistency by making writeFile also to write
from the current position of the file when used with a file descriptor.

Does this address promisified writeFile() discrepancy (appending)? Should we test this?

@vsemozhetbyt Oh, yes. I forgot to include a test for the promise version. BTW, this PR makes the appending behavior consistent across all writeFile versions.

@nodejs/tsc @nodejs/fs This already has two TSC approvals and been in the PR queue for more than 48 hours. I am planning to land this by 20th October 07:00 UTC. So, if there are any suggestions or objections please let me know.

@nodejs/citgm The CITGM failures are not alarming (all the failed builds were failing for quite some time). Is this normal?

As long as you feel like you know how to interpret CITGM results, that's probably enough. I literally don't trust myself to spot something broken in CITGM unless it's REALLY broken. (Not CITGM's fault. I've just never invested time to understand it. I should do that some time.)
