Start using multi-project builds for mulit-project repos again

Don't use composite builds for intra-repo dependecies anymore.

Basically, I don't think it is actually as useful as I originally thought for multi-project repos to use composite builds. THe idea was that each project was super portable, but I'm not sure if that's true. It might be just as easy to move them around even when converting them from/to multi-project <--> composite build.
