Use tensorboard 2.3.0

What does this PR do?

Unpin tensorboard version. 2.3.0 works fine for me, and otherwise it gets downgraded when I install PL.

@bryant1410 just a heads up, at least for me, 2.3.0 breaks hparam logging, but 2.2.0 works fine.
