用android-ndk编译，添加android ci

这样只是编译吧，要运行test的话，还得是linux-aarch64

可以分拆为两个PR机会

  • 增加 android 的 ci， 只需要编译
  • 增加 aarch64 的 ci， 需要编译和跑单元测试

目前增加了 android x86 的编译、测试 （基于QEMU）

还需要增加的：

  • android arm 平台
