Custom Runner Implementation

Hi,

I have implemented a custom runner for the Artemis Nano based on the SparkFun bootloader. I created sp_artemis.py in west_commands/runners and also modified board.cmake in the board directory.

Also, I added sp_artemis.board.cmake with the following content:

board_set_flasher_ifnset(sp_artemis)

However, I encountered the following error:

FATAL ERROR: either a pristine build is needed, or board artemis_nano/apollo3_blue doesn't support west flash/debug/simulate (no ZEPHYR_RUNNERS_YAML in CMake cache)

It seems that something is preventing west flash, possibly because the apollo3_blue SoC does not support west flash.

Please let me know if I need to add another file or implement something else to resolve this issue.

I had to add the name of the runner to __init__.py, and board_finalize_runner_args(sp_artemis) was also required in board.cmake.
