refactor!: move reduceConfigs to separate package #2778

Summary

Move reduceConfigs helpers to a separate package, instead of exporting from the @rsbuild/core.

reduceConfigs helpers are pure functions, it is more appropriate to export in a separate npm package. This allows it to be independently versioned without affecting the stability of @rsbuild/core.
