feat(typescript): update tsconfck to add support for ${configDir} replacement in ts 5.5 #17350

Description

Typescript 5.5 is going to be released on June 18th according to microsoft/TypeScript#57475

Adding support in 5.3 helps our users to adpot this new feature.

Thanks @dominikg! I saw vite-plugin-vue failing for other PRs, so I think it is unrelated. We'll still have time to test this during the beta.
