Goal: improve the data quality
We want to make it easier for a supplier to provide the data we need to tell if a supplier has met our criteria for counting as green, to the extent that we need.

Scope of this milestone:

• new multi-step wizard for a submission for a given provider
• email-based account verification for new accounts before any submissions are sent
• automatic creation of HostingProvider and related underlying Django objects when the submission is verified and accepted
• landing page showing active submissions for an authenticated user
• new Django admin section for managing submissions by staff

Out of scope:

• managing of Django objects by the user once they are created; we link to the Django admin panel for now
