Use .gitconfig, .svnconfig, etc to filter out files when adding sources #55

It's not uncommon to have lots of extra files which greatly slows down HDL Checker overall. If the user has a dot ignore file, we should use it.

Support for taking ignored git files into account has been implemented, although it might be slow on Windows (will do some experimenting to see how can this be improved).

I don't personally have the need for other VCS, if there's demand for SVN, Mercurial, etc please reopen this.
