`signgam` is now implemented, so we can remove the todo stub.

Also, move `ttyname` into c-scape, and reorgnaize some of the todos.
Put test functions in `tests` modules, following common Rust conventions.
There's nothing illegal about using an invalid lseek offset, an invalid character encoding.
This makes it more consistent with other similar functions.
