Migrates away from pkg-dir to using an alternative, lighter package (`fd-package-json`) which has fewer deep dependencies, too.

Migrates away from pkg-dir to using an alternative, lighter package (
fd-package-json) which has fewer deep dependencies, too.There's a few packages which do this, but many pull in deep and large dependency chains unnecessarily. So this is the one i've been using through the ecosystem cleanup.
Note that we won't see a huge effect on the dependency tree yet until i push a few more PRs
