Why I did it
Add support for new CEL platform x86_64-cel_ds3000-r0
How I did it
Added all device and platform config files and codes that are needed to support DS3000 platform.
Support both BMC and NonBMC mode, single SONiC image can detect the BMC presence status and choose the corresponding mode at boot time.
How to verify it
Run Platform tests and complete the cel platform test cases.
