I DONT KNWO WHERE CREATE_NEW_CAT_BLOCK IS SUPPOSED TO BEEEE theres one in both utility and patrol_outcome because looking at dev is CONFUSING ME auuooogUUUAAOOAGH. dev has it only in patrol_outcome but the game has the utility one imported everywhere lieeiiek iodnt knnooww if the merge is just gaslighting me or WHAT anyway
