Leaving as draft for now as I still have a bit of cleanup to do and maybe I can break it up into smaller PR chunks, but I think this proves out the concept of what I had originally thought about in that issue.

This will allow users to specify different icons/romfs dirs per
test, example, etc.
Build all the artifacts, then run if needed. It basically works! There's
a couple of changes in behavior but overall I think this gets us much closer
to the goal.
