This didn't have an effect in most cases, and is not trivially sound. Let it bake at `mir-opt-level=2` for a while.

Yeah, it would be good to let this live on nightly a bit longer before we enable it by default on beta.
Most of our mir-opt tests run at mir-opt-level=3 so they're probably unaffected. @bors r+ |
