Stabilizes * `core::mem::ManuallyDrop` * `std::mem::ManuallyDrop` * `ManuallyDrop::new` * `ManuallyDrop::into_inner` * `ManuallyDrop::drop` * `Deref for ManuallyDrop` * `DerefMut for ManuallyDrop` Closes #40673
