Server Build libyaml && psych Issues

AlmaLinux 9.2 new box. I grabbed the new ruby-build and performed this:

$ rbenv install 3.2.2

I'm assuming it should be reported here as I'm calling rbenv. rubygem-psych is installed.

How can I resolve this?

You should enable powertools repo like dnf --enablerepo=powertools for installing development headers.
