After digging some, it appears that the name of graalvm-ce-* has been changed to graalvm-community-* for the latest release on 23.1.0-dev-20230414_0206. I don’t know if this is an intentional change or not, so I can’t even say that unilaterally changing the name of the URL would be safe for ruby-build to adopt.
