Since lookups can only be `Fixed` in Halo2-upstream, we need to add
custom suport for the error rendering of dynamic lookups which doesn't
come by default when we rebase to upstream.

This means that now we have to print not only `AdviceQuery` results to
render the `Expression` that is being looked up. But also support
`Instance`, `Advice`, `Challenge` or any other expression types that are
avaliable.

This addresses the rendering issue, renaming also the `table_columns`
variable for `lookup_columns` as the columns do not have the type
`TableColumn` by default as opposite to what happens upstream.

This adds the trait-associated function `name_column` in order to enable
the possibility of the Layouter to store annotations aobut the colums.

This function does nothing for all the trait implementors (V1,
SimpleFloor, Assembly....) except for the `MockProver`. Which is
responsible of storing a map that links within a `Region` index, the
`column::Metadata` to the annotation `String`.

This adds the fn `annotate_lookup_column` for `ConstraintSystem` which

This allows runtime parametrization of the circuit configuration.  The extension to the Circuit trait has been designed to minimize the breaking change: existing circuits only need to define the associated `type Params`.

Unfortunately "Associated type defaults" are unstable in Rust, otherwise this would be a non-breaking change.  See rust-lang/rust#29661

* Revert double-assignment mock prover check

Revert the check introduced in
privacy-scaling-explorations#129 to detect double
assignments with different values, because it breaks some tests in the zkevm
project.

There's a legitimate use case of double assignment with different values, which
is overwriting cells in order to perform negative tests (tests with bad witness
that should not pass the constraints).

Also in the EVM Circuit from the zkevm project we "abuse" the assignment of
cells as a cache: sometimes we assign some cells with a guess value, and later
on we reassign with the correct value.

I believe this check is interesting to have, so we could think of ways to add
it back as an optional feature.

Add generic arithmetic gate / Plonk gadget

# Project Context

This is a partial resolution of privacy-scaling-explorations#58: that issue is concerned with creating a generic arithmetic gadget and using it where possible. Here we create the gadget, but only use it in a few places. Using it everywhere that makes sense will be a later PR.

The corresponding Galois internal issue is [Galois#133](https://gitlab-ext.galois.com/iog-midnight/halo2/-/issues/133).

# Issue Description

See privacy-scaling-explorations#58.

This PR includes a generic arithmetic / Plonk gadget that provides an API that allows user to implement circuits without needing custom gates, or to directly work with layouters or regions. This is not a good match for unrolled loops (e.g. variable base scalar mul), where a custom gate gives a more efficient encoding. But for gadgets that are not used in a loop, the API provided here both simplifies the programming task and eases the review process.

To demonstrate the API, this PR includes refactoring of three existing gadgets to eliminate all their custom gates: the power-of-2 range check, the generic range check, and the $k$-high-low decomposition.

# Notes for Reviewers

This PR includes several different implementations of the internals, i.e. of the custom gates. I've left these intermediate states in the Git history so that reviewers can see that trying to do something closer to what's in the original Plonk paper doesn't work as well as what we end up with. The main reasons for the mismatch with the original Plonk paper are:
1) vanilla Plonk selectors take values over the whole field, but Halo 2 selectors are binary;
2) Halo 2 has an optimization called "selector combining" that combines multiple binary selectors into a single non-binary selector behind the scenes, but for this optimization to trigger, the selectors must be used in a restricted way.

See the commit messages along the way for details; I've attempted to keep the commits small and focused, with descriptive messages.

# Update

Via review feedback, we ended up with an implementation that is closer to the original Plonk paper, by using fixed columns to implement the selectors, instead of using the actual selector API. According to cost modeling, this is slightly more expensive than the implementation using simple selectors (via the standard the Halo2 selector API), where the selector combining optimization reduces them all to a single selector behind the scenes, but the difference is negligible.

Add cost modeling for base-field scalar decomp

# Project Context

This corresponds to the general SOW goal of cost modeling.

The Galois internal issue is [Galois#166](https://gitlab-ext.galois.com/iog-midnight/halo2/-/issues/166).

# Issue Description

Back before the [Plonk gate gadget](privacy-scaling-explorations#178) existed, the cost-model tests for k-high-low decomp did not cover the `High-low-decomp correctness eq check` gate in ecc decomp. The `correctness eq check` gate and `high-low-decomp canonicity range check` gate were covered. Here we add tests to also cover the `High-low-decomp correctness eq check` gate. However, after rebasing onto the new Plonk gate gadget work, these custom gates don't exist anymore. But this still provides cost-model coverage of a gadget (fully-checke base-field scalar decomp) that was not cost-modeled before, this gadget is just implemented without internal gates now, using the Plonk gate gadget instead.

# Notes for Reviewers

In addition to the stated goal of adding cost-model tests for base-field scalar decomp, this PR also refactors some other, existing cost model tests.

Extend k-high-low decomp to k larger than 2-adicity (32)

# Project Context

Endoscaling includes truncation of a 2-bit-window running sum, from full width down to 160 bits. This is very wasteful, because the upper windows must still be individually constrained to be 2 bit values, meaning we have an extra $(n - 160)/2$ constraints, for $n = 255$ over Pallas/Vesta, and $n = 446$ over Pluto/Eris. The plan is to instead first use a 160-high-low decomp to truncate the scalar to 160 bits, and then do the 2-bit-window running sum on that truncation, reducing the number of window constraints to $160/2$ from $n/2.$  (Note: the $160$-high-low decomp will add $O(n/10)$ cheap constraints, so it's not free, but still a large improvement.)

The corresponding Galois internal issue is [Galois#129](https://gitlab-ext.galois.com/iog-midnight/halo2/-/issues/129).

# Issue Description

See privacy-scaling-explorations#135, but note that we're not using a custom gate as described there, since the description in that issue was written before the Plonk gadget (privacy-scaling-explorations#178) existed.
