Useful for using winit in web applications where a winit canvas could be recreated multiple times (e.g., single page application with a canvas on certain tabs)

We submitted a minimal reproduction case for an issue in Chrome's WebGL implementation/ANGLE involving dynamically uploaded buffers with instanced attributes. This is useful to us because we use WebGL in some areas, and this issue affected one of the libraries we use.
