The
update_last_voting_timeis alwaystrueat everyaccount_update_operation. This causes the date to be updated even if user didn't participated in the voting but just executed an update operation. It is also the cause of failure invoting_tests.I think this is not the desired effect as the flag is false by default. This PR(specifically the first commit: a80d25f) attempts to fix that.
