Since 617064a, Ownpad does not seem to work correctly with NextCloud.

Initial bug report:

Hi Olivier,

the current etherpad-api branch version (fe6dd30) causes a reloading-loop on the login page even prior logging in. There is nothing related in the logfile.
My cloud version: Nextcloud 9.0.53 (stable)

Bugfix: initialize the “+” menu only when user is using “files” app.

This will prevent from fetching the Ownpad configuration on each page,
and should solve #6.

This issue should be fixed by cc3a7b3 (on the “master” branch) which was cherry-picked on the “feature/etherpad-api”: 290e5e4.
