Update runtime.txt to fix rouge_chinese bugs.

Motivation

the wheel file of rouge_chinese will overwrite the rouge package, causing bugs. Replacing it to the github code, which is the correct version.

I didn't find a good way to add the git repo in the requirement since PEP 517 doesn't allow such a format. Any suggestion?
