docs: add note about default padding for publicDecrypt/privateEncrypt

Adds a note that the default padding for publicDecrypt/privateEncrypt is RSA_PKCS1_PADDING instead of RSA_PKCS1_OAEP_PADDING as it is for privateDecrypt/publicEncrypt.
