Sparsify v1.6.1 Patch Release

This is a patch release for 1.6.0 that contains the following changes:

• The Neural Magic DeepSparse Community License reference has been renamed from LICENSE-NEURALMAGIC to LICENSE in the NOTICE file. (#295)
