  1. docker: downgrade openssl to 1.1.1w 

    Problem:
We have seen numerous segfault and memory corruption issue
for clients using libpq and openssl 3.2.2. I don't know if
this is a bug in openssl or libpq.

Summary of Changes:
Use openssl 1.1.1w instead of 3.2.2
