docker: downgrade openssl to 1.1.1w (#8168)
## Problem We have seen numerous segfault and memory corruption issue for clients using libpq and openssl 3.2.2. I don't know if this is a bug in openssl or libpq. Downgrading to 1.1.1w fixes the issues for the storage controller and pgbench. ## Summary of Changes: Use openssl 1.1.1w instead of 3.2.2
