Config options for the node (config-node.toml) can be passed as command line arguments (eg --config node.peering_port=7075) however RPC configs that live in config-rpc.toml are not currently supported. I confirmed this with @cryptocode and he suggested submitting an issue in case this can be added in the future. Maybe along with RPC 2.0 for example.
