What does this PR do?

  • Adding support for ARM images within Action and dynamic package builds within Dockerfile
  • Using larger gh hosted runner to:
  1. Add more disk space for builds due to multi-platform requirements
  2. Eliminate the need for Maximize Build Space on Worker action, which will save 2-5 min of build time
