Bump @microsoft/fast-* dependencies to latest #495

This pull request resolves #494

Description of changes

Bumped the versions of the @microsoft/fast dependencies to the following latest versions.

"@microsoft/fast-element": "^1.12.0", "@microsoft/fast-foundation": "^2.49.0", "@microsoft/fast-react-wrapper": "^0.3.18"

This should resolve the issue mentioned above as the @microsoft/fast-react-wrapper is now configured to be of type: module

@MarvDann quick heads up in case you missed it, you'll need to follow the directions in the comment above ^ from the microsoft-github-policy-service bot in order for this PR to be eventually merged

Hey @MarvDann! Sorry it took so long to circle back to this. I went ahead and merged a different PR (#525) that updates the fast dependencies to the latest latest versions of fast since working around the CLA stuff sounded like it was going to be a challenge.

I have a few more updates I want to merge and then I'll publish a new version of the toolkit package by EOD with all these changes.
