I've said v1.22.0 rather than v1.22.0rc1 because I wasn't sure if the distinction mattered for your average changelog reader.

I think we usually just put the final release unless we fix it in the same release cycle (broke in v1.22.0rc1 if the fix is in v1.22.0rc2).

Fixes #8673
Before #8437, this method was not cached. To improve performance when handling presence (and to align with a similar chunk of code over at https://github.com/matrix-org/synapse/blob/develop/synapse/handlers/presence.py#L1111-L1131), a @\cached decorator was added. However because I neglected to invalidate the cache, bugs like #8673 appeared.
This change invalidates the cache on
matches_user_in_member_listwhen the store layer is invalidated, which should hopefully solve the problem.
