Fixes element-hq/element-web#25468
Fixes element-hq/element-web#25467

When Feature.OidcNativeFlow is enabled attempts to get OIDC OP clientId during Login.getFlows.
clientId is found by checking statically registered oidc client ids, then if not found attempting dynamic registration.
Returns oidcNativeFlow as the only available flow when registration is successful. Otherwise continues with existing matrix login using /login.
No UI, so oidcNativeFlow is displayed as:

LGTM, any reason these utils aren't in js-sdk instead? That would make them more reusable for other consumers

@t3chguy yeah, I was conflicted about where to put these. I put them here because I thought it was better than having the logic split for static and dynamic cases. Looking at it now, I think its sensible to put the dynamic registration in js-sdk.
I've assigned you to review that PR since you've already reviewed it here matrix-org/matrix-js-sdk#3481
