  1. JCenter and Bintray are being shut down, so we need to move to using LinkedIn's JFrog repository and publish directly to Maven Central as well.
  2. The old Shipkit plugin has been deprecated, so we need to move to using the new one.
  3. We're also moving to GH Actions since it's easier to manage secrets.
  4. Updated Gradle to 6.x
