This PR fixes the packaging script and build pipeline for Python source distribution and wheels for both macOS and Linux. The support for new Python 3.11 is also added. Note that in my tests, the compiled wheel is not working correctly for Python 3.6. Since Python 3.6 is EOL, we drop the support for it.
