What type of PR is this?

What this PR does / why we need it:
In case the usage of docker as CRI (Container Runtime Interface), there are situations where the kubelet stop working properly and there is nothing helpful after going through its log using journalctl -xfu kubelet.service command. The problem is initiated where one of the nodes of the cluster is rebooted unintentionally. Since the cri-dockerd service is not enabled, the node will stop working (because of the issue occurred with kubelet that not running any longer) and it would be out of service. In order to resolve this problem it is necessary to enable the cri-dockerd service at boot time. In this merge request I have added the mentioned functionality to Kubespray.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
