feat: upgrade cilium and add default variables

As you all know that cilium is growing rapidly and getting lots of updates. This PR aims to add some of the default variables and update the templates. With these changes, users can easily enable BPF for Cilium.

To enable BPF:

cilium_enable_bpf_masquerade: "true"
cilium_enable_host_legacy_routing: "false"

With the new releases, the cilium agent has an initContainer for cgroup auto-mount which is implemented and enabled by default.

Version is upgraded to 1.11.6

Upgrades cilium to 1.11.6 and add some default variables. (⚠️ ADD NOTE: This PR also implements cgroup auto-mount. By default, it is enabled. You can disable it by adding `cgroup_auto_mount: false`. Moreover, you can enable or disable BPF with these variables cilium_enable_bpf_masquerade and cilium_enable_host_legacy_routing.)

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
