Also Deletes the WORKSPACE file to use the new dependency management system introduced in Bazel v6 Refs - https://bazel.build/versions/7.3.0/external/overview
Mainly used as a test to verify the download works with the //:Setup.sh target
Since the WORKSPACE file was deleted, the bazel_skylib dependency was missing from the MODULE.bazel file.
