feat: Pipelines as Code - initial support (pack)

Adding func config git command and subcommands to handle intial support of Pipelines as Code.

Run func config git set to start interactive prompt to setup PAC.

GitHub Personal Access Token needs to be created for this with admin:repo_hook scope, see this for details:

What a great addition this is going to be.

I think we will want to inform the user (on first run) why there is a .tekton directory now asking to be in their source-tree. Also, I had some suggestions about the PipelinesProvider interface perhaps needing a bit of an update.

It's a pretty large PR, so I was not able to scour every line, but I wanted to get these comments in sooner rather than later.

Can't wait to give this a try!
