Segmentation support

It is possible to use plakakia for segmentation purposes by changing the config file like so:

"input_format_annotations": "segmentation"

All settings for annotations now work for masks.

First plakakia release!

The tiling library is now more accessible and installable. Readme file contains information on how to use it for two different cases, benchmarks on existing datasets and future todo's.
