Includes fix from @dwt for project completions when PROJECT_HOME is not set or available. See also: #134

@asfaltboy: Agreed. Seems like a good opportunity to add my just-released AutoPub PyPI package automation tool to this project. 🤖

This builds on the .project file support added in #149, allowing the
Environment plugin to search for .project files in virtual environments
and to load variables from .env if found in the corresponding project.

Fixes #185
