The objective of this PR is to take the documentation that was written in Latex and port it reStructuredText format in order to publish it on ReadTheDocsusing Sphinx to convert the code into HTML and PDF.
Documentation is mandatory to improve the scope of gwhat in the near future.
The other sections will be covered in another PR.
