v82pre: Lessons Learned: add menu item to (re)discover local Qiqqa libraries stored in Base Directory #93

We already have a menu item to rediscover PDFs in a Library which somehow haven't been registered (either due to an old DELETE action, which wasn't followed up by a PURGE, or by old Qiqqa releases crashing/failing on particular PDF download actions.

This adds to the features to help recover old libraries as this way an old local Library copy can be dumped into the Qiqqa base dir and then 'rediscovered', i.e. added to the library list in Qiqqa.

Ah well, this is not really needed.

Turns out @jimmejardine did add auto-detect logic already to cope with the removal of specific Commercial Qiqqa library types. That would be around commit SHA-1: 4ad8e5f
