Hook up the ability to pass the Cuda device libs (clc and libdevice) to the clang-linker-wrapper for consumption. These are passed via the -sycl-nvptx-device-libraries option as a comma separated list. This functionality is only reasonable when the nvptx target is used on the command line and is to be considered for enabling purposes only.
