Related to #3467.

Changes proposed in this pull request:

  • Moving rendering of motorway junction names from z12+ to z13+. Refs are on z11+ and it was sane to render names 1 step later, but names tend to be much longer than refs and in some cases they dominate the area.

Test rendering with links to the example places:
