feat: add functions to common.libsonnet for warpstream

What this PR does / why we need it:

This commit adds a number of functions to common.libsonnet so we can use lib/warpstream. These functions are copied from https://github.com/grafana/mimir/blob/main/operations/mimir/common.libsonnet.
